In 1996, a law was established to test all newborns for HIV exposure if parents provide consent. In 1997, testing was made mandatory for all NYS newborns. Regulations were established to implement the Newborn Screening Program and define the roles of the program, institutions and health care providers. Newborn Screening - NYCRR Subpart 69-1 describes the duties and responsibilities of institutions and healthcare providers. As the program changes, regulations are updated to reflect current practices.
